The establishment of a national inter-Korean network that completes the East-West 4 axis (Dangjin-Yeongdeok) of the National Highway Network Plan (10×10+6R2) is expected to link Chungcheong and Gyeongsang areas, strengthen accessibility to Sejong City and promote balanced national development, build a national arterial network by linking Dangjin-Daejeon, Cheongju-Sangju-Yeongdeok Expressway, and strengthen inter-road links.

To ensure smooth traffic flow, prevent accidents, and promote balanced national development, a project was carried out to establish a four-lane, dual carriageway expressway connecting Yeonseo-myeon in Sejong City to Nam-i-myeon in Seowon-gu, Cheongju City. Detailed design work for the fourth section of this project was conducted.
