As part of the government's policy to relocate public agencies to regional areas, the Korea Rural Economic Institute, newly established in Naju, serves as a vital hub in the Gwangju-Jeollanamdo Joint Innovation City, focusing on the energy industry and agricultural and life science industry clusters. Positioned at the entrance to the city and facing the main road, Naju's Bitgaran Road, the building boasts strong symbolism and visibility from all directions while providing excellent accessibility for both vehicles and pedestrians.

The building's exterior features repeated patterns of color-loi double-glazed glass and granite, drawing inspiration from the patterns of agricultural fields in Naju's flatlands. This facade design symbolizes the region's agricultural patterns and emphasizes energy efficiency throughout the building by controlling the open area ratio of the facade.

From the 3rd to the 7th floor in the center of the building, a planned 'Bri-trium' serves as an environmentally friendly atrium space that allows natural ventilation and daylight, contributing to overall energy savings and providing a pleasant office environment.
