The new building of the Masan Branch, Changwon District Prosecutors’ Office is conceived under the concept of “Gongjeong Jiro (公正之路): Communicating the Values of Justice Through the Path of Everyday Life.”

The project aspires to create a prosecutors’ office where justice is seamlessly integrated into the daily lives of citizens. To establish an urban order of justice that connects law and the public, the design proposes a balanced relationship between the “Axis of Justice” and the “Civic Space.”

The Axis of Justice serves as the central line embodying institutional order, dignity, and the firm establishment of justice, while the Civic Space forms a continuous flow of communication linked to the Muhaksan Dulle-gil (mountain trail), offering an open, accessible public realm that emphasizes inclusivity and sustainability. Together, these two concepts create a new equilibrium in which the prosecutorial authority’s rigorous integrity coexists with the comfort of daily civic life.

Upon entering the building, visitors are welcomed by a two-story Eco Atrium that brings the landscape of Muhaksan into the interior. This naturally infused space functions as an open lobby, reducing psychological tension and providing a calm, welcoming atmosphere. On the second floor, the Masan Trial Archive, connected to a library and lounge, serves as a platform for knowledge sharing where historical records can be preserved and accessed. Its connection to an outdoor terrace further enhances openness and spatial continuity.

The prosecutors’ offices are planned as efficient units that seamlessly integrate administrative and investigation functions. Circulation for victims and suspects is strictly segregated, reinforcing both human rights protection and security.

The Changwon District Prosecutors’ Office, Masan Branch is envisioned as a new judicial and administrative anchor where calm dignity and open trust coexist—thereby transparently conveying the values of justice to the citizens of Masan, while harmonizing nature and the urban fabric.
