As a symbolic space for the people in our era, the master plan for the National Assembly Sejong Building must be the most Korean, the most democratic, and the most practical. Our proposal, "Yeomin Square" (Square of the People), is a concept that honors King Sejong the Great’s philosophy of Yeomin (與民)— sharing with the people—by dissolving vertical hierarchies and embracing the rhythms of daily life. "Yeomin Square" is the "most Korean" space, one that avoids the artificial control of nature and instead celebrates the "aesthetic of void" (Yeobaek). By leaving the center of the site open, we ensure the natural flow from Jeonwolsan Mountain to the Geumgang River remains unobstructed, creating an open symbol where the city and nature encounter one another. "Yeomin Square" is the "most democratic" space, possessing a democratic narrative unique to Korea and our time. While traditional squares were often symbols of concentrated power, the modern Korean square serves as a symbol of resistance and solidarity—a narrative found nowhere else in the world. By dedicating the heart of the complex to an open square for citizens rather than power-centric architecture, it becomes a horizontal, open canvas where legislative work, public events, and culture coexist. Finally, "Yeomin Square" is the "most practical" space, governed by a rational order akin to the principles of Hangeul. By applying Hangeul’s logic of Sanghyeong (representation), Gahwick (addition), and Johap (combination) through a system of grids and modules, we have efficiently arranged major legislative facilities. This practical order ensures that functionality is maintained while allowing for flexible expansion in response to future development. Ultimately, "Yeomin Square" will function as a uniquely Korean void that embraces the flow of nature, a democratic stage centered on the people, and a practical master plan capable of adapting to the changes of tomorrow.
