The goal is to move away from the existing low-rise villa-centric bedtown model and create a livable smart city that offers a diverse range of residential options. The project site is located 30km west of the Kuwaiti capital in an area covering 64.42\u33a2. The Kuwait project, spanning four years from 2017, encompasses a comprehensive range of disciplines, including master planning, infrastructure design, architectural design, smart design, and business feasibility assessment. It consists of 15 composite tasks in four categories, such as engineering and construction. The project is commissioned by the Public Authority of Housing Welfare in Kuwait.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:30px\"><strong>Introducing Diverse Housing Types Beyond Traditional Residences<\/strong><\/p>\n\n\n\n<p>In order to overcome the limitations of the prevailing supply of high-end villas, which Kuwaiti citizens favor, various housing types such as Gated Communities, Apartments, and Mixed-Use developments have been introduced. The aim is to move away from the monotonous supply of upscale villas and provide a variety of housing options that cater to the diverse preferences of Kuwaiti citizens, considering factors such as family size and composition. Particularly, in the case of multi-family residences, efforts have been made to differentiate from the perception of housing primarily for foreign laborers. To achieve this, advanced technologies widely adopted in South Korea, such as landscaping, amenities, and smart features within apartment complexes, have been introduced. Departing from the traditional placement centered around Neighborhood Center Units(NCUs), high-density residential buildings, commercial facilities, and public service facilities are now arranged along the main roads. The &#8220;Living Street&#8221; concept aims to break away from the reliance on private vehicles in urban spaces. It encourages the use of various modes of transportation, including public transit and walking. Through the integration of public facilities, shared parking spaces, and the multipurposing of public areas, the goal is to increase efficiency in land use.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:30px\"><strong>Overcoming Administrative Procedure Delays Due to Institutional and Cultural Differences<\/strong><\/p>\n\n\n\n<p>In South Korea, for large-scale development projects, a clear set of procedures and regulations are followed, including the formulation of relevant plans, consultations with relevant departments and agencies, public hearings, opinions gathering and review, and administrative announcements. However, in Kuwait, cultural differences led to separate consultations with individual agencies for each construction task, making it challenging to consolidate unified opinions efficiently. As a result, project timelines were delayed. To address this issue, workshops were organized, centered around the Public Authority of Housing Welfare, where all relevant agencies gathered to review plans and gather opinions collectively (three times). This project marks the first instance where a domestic company has successfully completed the entire process of master planning and detailed design for a large-scale new city, incorporating diverse elements such as residential, commercial, cultural, and educational facilities.
