An environmental impact assessment was conducted for the construction of new roads and other facility improvements between Andong City and Bonghwa County to meet the transportation demand arising from the relocation of Gyeongbuk Provincial Government Office. This project aims to enhance the transportation accessibility of the area, specifically along National Route 35, between Gasong-ri in Dosan-myeon, Andong City, and Samdong-ri in Myeongho-myeon, Bonghwa County, in response to the relocation of the Gyeongbuk Provincial Government Office.

The project also seeks to promote regional development in underserved areas and create an inland tourism belt by connecting cultural and tourist destinations such as Dosan Seowon, Cheongnyangsa Temple, and the National Arboretum. Additionally, it aims to improve existing sections of National Route 35 that are prone to flooding and linear defects.
